Sheffield Wednesday Faces a 'Significant Problem', Says Football Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

The team's persistent issues are seen as a "major concern" and the independent regulator is seeking powers to look into club affairs in such situations, the recently named head the regulator has declared.

Through a comprehensive talk, Kogan, who was named to the position this week, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporter groups connected to the Championship side this week.

The team have been experiencing difficulties in multiple areas in this season, with the club failing to pay players on time on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a significant problem for football," the chairman stated.

"Wednesday stands as one of the historic institutions for English football and recently we have met supporters' organizations.

"We're now looking to get powers... which will enable us to take the club and similar situations submitted for our review if they warrant scrutiny and dealt with."

Economic Challenges and Ownership Situation

Wednesday's embattled owner the current owner suggested earlier this year he would be willing to sell up at their home ground, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in March and May caused limitations by the English Football League (EFL) in June, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The chairman stated: "The position was created for the supporters of Wednesday, other clubs in similar situations where supporters are loyal to a local institution that has represented their community in many cases.

"I completely understand Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for causes separate from the supporters."

Inquired if the oversight body could require an chairman to relinquish a club if they are considered unfit, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"Our least desirable course of action is begin intervening in an particular organization, an particular chairman, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the chairman's encountering," Kogan said.

"However, realistically, when you review the record of the game, over the past few decades there have been certain proprietors, a small minority, but some who have been irresponsible in the approach they have taken toward their organizations and finally decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to lay out the remit of the oversight body this week and stated it constituted a "progressive gathering" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved might evaporate swiftly," the regulator warned.

"And that's what nobody wants in the context of the English game is a major achievement - we need to continue the progress.

"Substantial financial resources coming into football and has been channeled for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

The Premier League opposed the creation of a regulator because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the achievement and development as an economic entity of the top division.

"I of all people understand the concern of undermining the Premier League as a premium product of this country. But concurrently, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a high level of reassurance."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he disclosed making donations to the Labour Party in the past.

The official provided financial support for government minister the politician's campaign, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any type of partisan engagement."
